School teams are responsible for determining where students spend their time during the school day and how services will be appropriately provided for students with special needs. Schools need to provide instruction to students with special needs alongside general education students to the maximum extent possible - which includes services or accommodations. There are circumstances and situations that require more intensive instruction, in which case students are removed from the general education classroom. This should be explained and agreed upon at the student’s IEP meeting, and impact the student’s day the least amount possible to provide access to a Free Appropriate Public Education (FAPE).
The team must always consider the Least Restrictive Environment when developing an IEP!
